CHED Endorsement for IPCAP in Cebu
Finally, after 13 days of waiting at the signatory's table, the CHED endorsement was released today. I went to get it at the CHED Office which is in C.P. Garcia St, UP Diliman, Q.C.
Now those who need this piece of document, just email me for it or any of our IPCAP Members whom you know because I had just emailed them a copy of this scanned material.

DepEd Advisory Online for IPCAP Convention in Cebu
Just this afternoon, upon checking the Department of Education website, the Advisory for our IPCAP Convention was uploaded. It is entitled FIRST NATIONAL CONVENTION OF THE STAKEHOLDERS OF THE GUIDANCE & COUNSELING PROFESSION. For those who need it for their travel permits and other needs, you may download it there, or email berngu721@gmail.com so I can send it to you.

The Values of Pre-registration or EARLY BIRD
This week the CHED and the DepEd endorsements are expected to be released this week. I shall immediately have them blogged here, as well as email to those who have requested for them, particularly the Pre-Registered or Early Birds. I understand how essential these documents are for those who would like to attend Conventions such as the IPCAP National Convention in Cebu. In fact, these documents facilitate the Pre-registration of the participants.
Value #1: EARLY BIRD CATCHES THE FATTEST WORM, di ba?
Pre-registrations are very essential to us organizers because knowing the number of pre-registrants helps us in preparing the materials needed, the food and seat reservations, and the Official Receipts (the FAT WORMS) for the participants. Since I entered this profession as a student, I have attended Conventions, and I could mostly hear complaints about lacking hand-outs, kits, food, seats, and PROVISIONAL RECEIPTS. See the "thin worms"? We will thus have to adopt a FIRST-REGISTERED FIRST SERVED basis in this Pre-Registration process. I will email you myself your number as soon as you shall have Pre-Registered. You are EARLY BIRD NUMBER NUMBER...
By the way, the PROVISIONAL RECEIPT is one indicator of a problematic or sickly condition of an organization. Legitimate organizations are obliged by the law to issue BIR-stamped Official receipts and not simply PROVISIONAL RECEIPTS. When given a provisional receipt, and especially when there is a "promise" that an official receipt will be given, it is normal to be paranoid about these "promises" which remind us about many of our politicians. If the Official Receipt (O.R.) is not released on the day itself, haay naku, asahan mo na that TOMORROW = FOREVER. Baka sa langit mo na matanggap yon. May papel pa kaya don? While Onsite registration works when there are very few participants, this practice delays the event when there are more onsite than pre-registrants. Hence, PRE-REGISTER agad to hasten the process of registration before the Convention.
Value #2: PRE-REGISTRATION advocates for HEALTHY and CLEAN LIVING
When you pre-register, you keep yourself free from the temptation of corruption. What do I mean by this? Alam mo naman tayo, pag may pera nagagamit sa kung anu-anong
pangangailangan. Kaya when the time comes, ayun nagastos na. O malay mo, kamalasan ang isinabog ng kung sino at naholdap ka, na-snatch ang amount na yan, ayun, malas talaga. Sayang di ka tuloy naka-attend. Mangungutang ka na ngayon hehe if you really want to attend. Haay, namroblema ka pa, disturbed during the event how you will pay your creditor back! So, PAY IT TO THE BANK NOW AS PRE-REGISTRATION.
Value # 3: PRE-REGISTRATION IS A SIGN OF FAITH AND TRUST
There are people who lack faith, entertaining in their minds na baka di matuloy ang event. Well, I'd like to believe that even if that should happen, the group will definitely suffer in the next time they hold another event. Wala na credibility, in short. Better to close shop, and learn from that grave mistake.
Meron nga kaming participants sa UE who attended the IPCAP Convention last November 2008. Nagbayad na sila ng napakataas na pre-registration sa another organization only to be told NO MORE SEATS. Talagang SRO ang event nila, kaya lang wala na talaga. The problems I would think will compound: how to refund that kasi nakasaad na that is non-refundable but transferable. As an organization of PROFESSIONAL COUNSELORS, IPCAP will ensure this will NEVER HAPPEN. Pre-registration will have a difficulty being accepted as a value if that ever happens to us. Kaya ngayon pa lang, tutok na kami sa mga pre-registrants, ensure your reservation is communicated to you and that you can immediately claim your kits and seats and O.R. You will be at peace in your seats, totally focused on the theme, and emerge enriched, enlivened and empowered in your practice.
At IPCAP, we have prepared a full kit for each participant, and each of those who have participated will tell you that the materials we gave them were ready when they came. If ever handouts were missing, they were emailed the powerpoint presentations of the resource persons. That's what those directories are for, so we can make up for whatever was imperfect.
Just a word regarding these powerpoints: make sure that if you intend to use them, acknowledge where it came from. In research, an ethical value inculcated in us is RESPECT and JUSTICE: give credit where credit is due. Guidance Counselors and anybody for that purpose missing this point only show the level of their ethical responsibility, which in itself boils back to one's sense of maturity. Let it not be said of us, God forbid!
There were those who called me up regarding HOW TO PRE-REGISTER. Here are simple steps for that:
1. Go to any branch of the designated bank account in the invitation letter. Make sure you deposit your registration fee to the right Bank Account and Name. Also indicate the branch of the Account Name (ours is at E.Rodriguez Sr. Blvd, Quezon City). Upon receipt of the deposit slip, write your name on it and the date in case you miss where it was indicated by the bank, and the branch of the designated bank where you deposited your participation fees for validation purposes.
2. Accomplish the Pre-Registration Form with the required information, and email back to berngu721@gmail.com as attachment. Label your pre-registration form document with your name. That should be sufficient information for us who will immediately ready your kits. I print those forms for easy access and filing.
3. If you have a scanner, scan the deposit slip and attach in your email to berngu721@gmail.com. I print and send it to the Treasurer for verification, and Official Receipt issuance.
4. Whether you have scanned your deposit slip or not, BRING YOUR DEPOSIT SLIPS when you come to claim your prepared kits and handouts. You will then be issued the Official Receipt. The deposit slip will be given back to you.
The upcoming IPCAP Convention participation fee for EARLY BIRDS (Pre-registrants) is P2,000.00 only. Onsite registration is P500.00 more. Save your P500.00 for your pasalubong or other lakwatsa needs in Cebu by PRE-REGISTERING.
Remember that IPCAP is an organization of REGISTERED and LICENSED GUIDANCE COUNSELORS (that's what PROFESSIONAL COUNSELORS is all about in the IPCAP). So, membership is currently reserved for those with PRC ID or License to practice Guidance and Counseling in the Philippines. Hence, if you are one, have a license already, welcome. Your membership fee will go a long way for the good of the profession and this organization that will ensure we live professional, ethical and progressive lives, advocating for the development of the profession and particularly its licensed practitioners. Membership fee is only P500. I can email you that Application Form for IPCAP membership.

Thanks to our no-longer Anonymous Informant
The anonymous commentator has texted me after she saw the new post (I bet that was my quickest act in this blog, kasi naman I got so many texts inquiring about their names...and siyempre, ok naman itong paraan to help, Counselors tayo di ba?). Finally we have the person's name here. This is really to acknowledge your great service to us Guidance Counselors. Maraming maraming salamat po. kuting here.. that was very quick po! you were able to respond immediately to my comment regarding abs-cbn online news for the detailed list of oath takers.. got info from a friend that during the pacers convention it was announced that the list includes those who were able to submit until December.. for those who submitted their docs last January, they were not able to finish the evaluation daw but the result will be posted after the oath taking of the 4th batch daw.. sorry i was not there sa pacers convention so the info was DAW.. thanks and God bless!

The Professional Regulation Commission announced Friday that 338 applicants were approved for registration without examination as Guidance Counselors after compliance with Section 14, Article III of R.A. 9258 (Guidance and Counseling Act of 2004), and Section 14, Rule III of Resolution No. 02 Series of 2007 (Rules and Regulations of the Guidance and Counseling of 2004), per Board Res. No. 09 dated October 28, 2008, Series of 2008, Board Res. No. 02 dated January 22, 2009 and Board Res. No. 03 dated February 17, 2009, Series of 2009.
The oathtaking ceremony of the approved applicants as well as those who have not taken their Oath of Professional will be held before the Board on Sunday, March 1, 2009, at 1:00 o’ clock in the afternoon at the Pandanggo Hall, Manila Hotel, One Rizal Park, Roxas Boulevard, Manila.
Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will start on February 23, 2009 until February 27, 2009. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), old receipt of application fee, 2 pieces passport size picture (colored with white background and complete nametag), 1 piece 1” x 1” picture (colored with white background and complete nametag), 2 sets of metered documentary stamps, and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2009-2012. Approved applicants for registration without examination should personally register and sign in the Roster of Registered Professionals.

The Professional Regulation Commission announced Friday that 338 applicants were approved for registration without examination as Guidance Counselors after compliance with Section 14, Article III of R.A. 9258 (Guidance and Counseling Act of 2004), and Section 14, Rule III of Resolution No. 02 Series of 2007 (Rules and Regulations of the Guidance and Counseling of 2004), per Board Res. No. 09 dated October 28, 2008, Series of 2008, Board Res. No. 02 dated January 22, 2009 and Board Res. No. 03 dated February 17, 2009, Series of 2009.
The oathtaking ceremony of the approved applicants as well as those who have not taken their Oath of Professional will be held before the Board on Sunday, March 1, 2009, at 1:00 o’ clock in the afternoon at the Pandanggo Hall, Manila Hotel, One Rizal Park, Roxas Boulevard, Manila.
Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will start on February 23, 2009 until February 27, 2009. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), old receipt of application fee, 2 pieces passport size picture (colored with white background and complete nametag), 1 piece 1” x 1” picture (colored with white background and complete nametag), 2 sets of metered documentary stamps, and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2009-2012. Approved applicants for registration without examination should personally register and sign in the Roster of Registered Professionals.

4th Batch Under the Grandfather's Clause & REAL CONCERNS
Thanks to the PGCA website we have a copy of the 4th batch of oath takers under the Grandfather's Clause. I had wanted to see this in a more official manner - in the newspapers since there are many who may not have access to the internet. Besides, official documents like this needs publication to have official effect. Maybe the internet is now an official site for that. Kahit nga text ginagamit na, internet pa. One of those in the list had already taken the oath at the PRC, personally called by the PRB and complete with Official Receipt for the oath-taking fee of P1,500.00. I hope that this time, unlike my time in September 28, 2008, AN OFFICIAL RECEIPT WILL BE GIVEN in order to account for the millions that have been received.
Let me share a real concern brought by a comment in a previous blog entry. Here it is:
father bern the list of the latest batch of guidance counselors were posted on Feb.20,2008. Many of us submitted our documents last December and January, 2008, may we know when the names of these guidance counselors be published, I know that many of us are anxiously waiting for the result because we have been given a deadline by the schools until the last week of March to have our license and if we don't the license by that time we were told to look for another job. I hope that people from the PRB will hear our plea regarding this matter thank you very much Father Bern God Bless and more power to you.
My response:
I actually got the same message by text. I just had to tell the inquirer that there will be another set of resolutions because there are supposed to be about 400 to take their oath this coming March 1. AND IF YOU DID NOT MAKE IT, ASK FOR AN EXPLANATION!!! You paid them, so ask for the right service! Wouldn't it be better if the PRB motu proprio ANNOUNCE in the press that there is still a 5th batch. We are already in the age of professionalism, and what we have is all hush-hush parang tsismis. Kaya nga I refrain to mention anything here which I have no document. This blog is never for undocumented matters in order to ensure no libelous content.
Many have received that text message which did not contain that ever essential information that the receiver was one of those in the list who will take the Oath as GC. Just imagine this: there were applicants who've been asking me to help inquire with the PRC whether they passed the GF Clause (hindi po girlfriend ha? but Grandfather as in LOLO at hindi LOLA - bakit kaya? and why not LOLA's Clause na lang kaya? Haha. Di pwede kasi magiging GM Clause na yun sa English hehe). When I managed to enter the busy lines of PRC, (02) 314-0018, Ms. Let Marcelo asked me for the date of application of the name being verified. I did, got the dates; and when I again succeeded to enter that number (bwenas ko no? Thanks God), I was promised after having given her the names that I will receive a call. I have not received any call po after that conversation! Nakulitan siguro However, one of those who texted me to help inquire about their names asked if indeed her name was included, kasi the message simply mentioned the date of the oath taking, anong susuutin, magkano ang babayaran, and good the name of the sender PRC - GC was listed at the end of the message. So I asked that person to text back and ask KASAMA HO BA AKO DIYAN? Anyway, mabuti at may naka-download na sa internet, so ayun, eto ngayon. Iba talaga ang paborito no? But that favoritism will have to be documented properly and without blemish.
It's EDSA celebrations today until the Feb. 25, and how I pray that the concerns of those who applied for licensure under the GF Clause and who might be laid-off because of having no license, will be attended. Dapat lang kasi the law has to be implemented. IPCAP will grant an award if this matter will be attended to because this involves the bread and butter of many of our colleagues, as well as the integrity of the profession called Guidance and Counseling.
In fact, let me place here a concern which may be bugging and even discouraging some of our licensed Guidance Counselors. If this is your case, let us look into this because we deserve something better:

Bernie. i want to thank you for always updating us and sending us your words of inspiration. kudos to all of you in the ipcap who are really going extra mile and beyond in order to lead us all licensed gc's. i just feel like writing to you at this moment to share to you my sentiment which i think is the same for some gc like me. alam ko po aware din kyo how all of us really exerted efforts in order to comply with the law.but now wats up? i think its so unfair dhil ang dami pa ring practicing counselor without the license. ano naman po ang reward ng mga nagcomply? wala. we are still equal to them. wala po bang ngipin ang RA ntin? bkit ganun? sino po ba ang dpat magpush sa board? di rin naman nasusunod ang nklagay sa btas. akala ko noong una, tlagang imomonitor nila lahat ng universities at colleges na hindi nagcocomply. 2004 pa ang law, 2009 na ngayon, wala pa ring pagbabago. sana po may magawa ang ipcap tungkol dito. like in my case, in our school i am only an assistant counselor to my counselor boss na wala namang license at di pa nga rin nag aaral ng MA Guidance. i have no right din na humingi ng salary increase dhil masasagasaan ko daw siya. ako po khit talagang kapos ang budget sinikap kong mag aral at magka license because of the promise of a better future for gc's. kung alam ko lang na pareho lang din, sana di na ako nag license pa. pasensya na po kyo, gusto ko lang magrelease ng sentiment. hope to hear from you soon. thanx po.
As a Counselor, licensed at that, I heard feelings of desperation, even a sense of surrender, disappointment, yet hope that as one has advocated a system of rewards and encouragement via one's actual practice in life, what has been said in the law will be implemented. I told the emailer:
Let us remember that the hands of the law can be quite long. Aabutan at aabutan din ng kamay ng batas ang counselor boss mo na walang lisensya. Start counting his/her days. The directives from the DepEd as well as Civil Service have already been given out. Malinaw na sa Civil Service document which we were shown in the IPCAP Convention in Dumaguete na kailangan sa public school counselors should be licensed rather than simply 9 units. The law is higher than any of these agency directives. No one is above the law, di ba? In the private school setting mas ganon. So, ... ihanda mo na sarili mo kasi mas mataas na ang tingin at expectation ng mga tao sa iyo. K? Remember that there will always be a reward for those who do good. And for those who exert authority in the wrong manner may katapat din sila. Darating din ang araw nila. And presto, better be ready when that time comes because you will be one of those for promotion consideration.
Let me put in here my priestly word:
The Gospel today speaks about evils that can't be taken away that easy. And as Jesus said, these are the kinds of evil that will only be taken away BY PRAYER, where God bestows Wisdom on His Friends. God bless

On the elders
One of the most recent comments I received in reaction to the information I supplied here in this blog is this:

My response:
You know what, I was there at the deliberations in Congress for the Psychology Bill last Feb. 12, 2009. There were two areas I feel strongly about: first -on the age limit for the Board of Psychology, and the second - the use of "continuing professional education" for those preparing for the grandfather's clause of the Psychology Bill.
A. As regards the age limit for the members of the Board of Psychology: there was at the table the idea of not limiting the age, hence "sky is the limit" so to say. There was then the idea that those above retirement age seems to show still excellent capacity for creative action and behavior. I had wanted to say something, but believe you me, I caught myself feeling respectful for the myriads of "longevity witnesses" in our midst then. Aamini ko sa inyo, isa akong taong marespecto sa matatanda. I have a soft heart for the elderly like my father and mother. I grew up having no lola nor lolo from both sides because they had left this world before I could see their faces and talked with them. The only elderly I knew was the mother of my mother's best friend and second cousin. She would come over to the house on foot after a bus ride. And she would ask around for my faher's house and stay with us (mukhang na-in love sa tatay ko hehe). I still remember her being locked in, and all she could do was rock that wooden gate and shout TETING!!! I miss Lola Toyang! At di ba tinuruan tayo na pag nagsalita na ang matanda, makinig ka at wag sasagot. Di ba totoo? That's where I was coming from, and I believe most of us are.
And to think out my thoughts there and then may constitute a direct affront at the myriads of longevity holders there. Para ko na rin sinabi na ... ganon.
Let me share you my real thoughts. Mga lola at lolo diyan, pasensya na po. Please remember I have a soft heart for you pero sana intindihin niyo rin ang sasabihin ko.
1. Pag nagkamali si Lola, nobody will have the guts to say LOLA, LOLO, MALI PO KAYO! Although we have read about LOLA's peddling drugs and accosted. But in the context of the Board of Guidance and Counseling or Psychology for that matter, if ever there are mistakes made, who among us will dare tell them off? I once heard a physician say that when someone has reached 70, lies are allowed for them! Huh!!!!! memory gap, physical inabilities, whatever...Pasensya na iho at matanda na ako, is all one can hear from them. And we will be like them in a decade or two or three. Baka makarma tayo niyan haha! And we will say those things too. We may make even bigger mistakes. But the BOARD! Forbid that this happens every now and then!
2. And who among us has seen Imelda in prison? There may be a humanitarian consideration behind the delaying tactic of hearing the cases of the elderlies. And much less are the chances when these are made liable for their crimes of their younger years. Death is just too scary a spectre they daily face. Hence, no prison will ever make up for whatever mistakes done.
What have I been saying here? Lola, lolo, my word is this; please lang po, leave the work to the young among us. We will never forget you. We will give you an award po.
Imagine, ang training ninyo (decades back!) may be leading you to ask for questions you will give in the licensure or board exams from those younger ones among us. BAWAL PO IYAN! BAWAL na BAWAL PO! And mantakin po ninyo, ang alam ninyo noon ay baka di na po namin alam ngayon maliban kung nagtuturo kayo sa amin. O may nalimbag kayong mga aklat na maari naming mabasa na kung saan ninyo kukunin ang exam questions na aming sasagutin. Mapalad ang makakabili ng updated edition ng inyong mga nalimbag na aklat. E di ba't bawal nga din na magpa-review kayo sa amin? Paano na yan! Marami ang malalaglag sa amin! Nag-aral pa po kami. Maybe we can instead have a review center for knowledge learned in your time. The pragmatist among us would ask: WHAT FOR? Ang mamahal na nga ng lahat, taghirap pa!
Sigurado po kayo Lolo at Lola, di po namin kayo ipapakulong. At least sigurado ka that I will not lead the charge. Takot ko lang sa Dios!
So I intend to suggest that there be an age limit: 70 according to the Malacanang Palace. Dapat lang naman kasi namimiligro po ang propesyon pag araw-araw laging totoo ang Kama... na naghihintay (sakit non, sori po di po sinasadya!).
B. The CPE: The draft of the bill used this word which Atty Almelor vehemently objected to. His point was this: CPE is for those who have the license. Those applying for the Grandfather's Clause in the Psychology Bill (remember, di pa LAW, at nasa technical panel pa lang po) need not use this because in the first place, until the law is implemented, there is no so-called "profession" of psychology yet. Guidance and Counseling yes, because of RA No. 9258.
I could hardly contain myself in this discussion. Because right now in the Guidance and Counseling profession, we hear of CPE even before we are given some guidelines. We anticipate the renewal of licenses which will come in three years yet (2011 for those given theirs last 2008). In fact, this matter was very much exploited to the hilt even when there was nothing in the law that required that for the Grandfather's Clause applicants. Of course we respect the Board who has been given the power to institute that measure. How I pray that there be consultations before the CPE were instituted. And I will myself look into this so that we can really see the impact of the CPE in our practice. Kaya nga we have workshops na in our upcoming IPCAP Conventions.
And mind you, updating or CPE, there are those among us who simply come and go, now you see him/her, and then there s/he goes. Babalik na lang para sa certificate of attendance, participation, appearance. Sana meron ding Certificate of Disappearance para mas makatotohanan. What happens is that in such CPE's, we may not have yet a gauge whereby such CPE works or really matters. As a budding profession, we've got to ensure that the workshops we conduct for CPE be really proven the way it claims. We are in an exciting age, and by all means, let's start this CPE discussion and talk about it and make the practice of Guidance and Counseling really professional.
So, for the one who wrote a comment, I hope you will proceed with your certification because that will help boost your capabilities. Don't just pay the organization for that certification. Really use your skills to the hilt! For all you know, you might become a resource person who can charge professional fees.

Memos from the CHED and DepEd
The CHED and DepEd memos are currently up for signature by their respective signatories. The DepEd memo gets published in the internet and is very easy to download and print. Since there is no CHED facility in the internet, one has to go and get that document from their office in UP Diliman. And once out, these documents will get published here.
The CHED and DepEd memos are usually sought by the organizations as an indicator of support from these two agencies. Some organizations seek the TESDA's too. However, my experience with that agency has showed me that they can be quite slow in providing the document of endorsement.
It was just lately when I discovered that any of these said agencies may endorse an event of even a revoked organization. I mean that there are organizations whose SEC registrations have been revoked due to some incapacity to comply with SEC policies or standards. One of the requirements to get the DepEd and CHED endorsement is the SEC registration certificate, that green paper I posted last year when I got ours for IPCAP sometime in July (I remember still having received that on my birthday last year). Even when one's SEC registration is revoked, for as long as one has that, and submits a copy of it, the revocation may not be obvious. I inquired about this matter and realized that there is so much trust which may be open for exploitation. And exploited it has been. The said organization/s thus finds no reason to correct its SEC status.
One of the reasons for SEC revocation status is an organization's inability to do its regular annual reports - we call it the Reportorials. This is an indication that the organization may be having some problems. Among them is the money problem - unaccounted and unaudited accounts. Another problem is the failure to turn over the leadership to the next batch AFTER ONE's TERM has been exhausted. Yes, I think this is something so commonly observed in our land: let me call it the Dictatorial Spirit in a person as in the former Dictator. How I pray that the Cory spirit defeat this tendency to hang on and cling (na parang linta) to the position even when the organization's Constitutions and/or statutes says OVER NA PO/SOBRA NA PO/THANK YOU PO TALAGA! BABAY! I remember that I wan invited to be ex officio of an organization I was once President for two years as allowed in the Constitution. I had to invoke the Constitution of the organization to defend myself from the accusation that I was being snubbish! Ako pa ang naging masama! Talaga. Show me where in the Constitution where that "ex officio" is and I will accept the offer.
The problem with revocation is the difficulty to reinstate the name because that particular name used before has now been identified as REVOKED in the SEC. Penalties can be heavy, thereby draining the resources of the organization.
Who among us would like to be paying our membership dues to an organization that will pay these penalties? Of course thanks to the Board Officials who did not admit that they did not know any better than make the organization coffers their personal purse now and then.
So there you know why I am writing this here: so that we Guidance Counselors, registered at that, may take precaution before we attend the Conventions or whatever offerings and end up sucked financially. The CHED and DepEd memos are usually sought by the organizations as an indicator of support from these two agencies. Some organizations seek the TESDA's too. However, my experience with that agency has showed me that they can be quite slow in providing the document of endorsement.
It was just lately when I discovered that any of these said agencies may endorse an event of even a revoked organization. I mean that there are organizations whose SEC registrations have been revoked due to some incapacity to comply with SEC policies or standards. One of the requirements to get the DepEd and CHED endorsement is the SEC registration certificate, that green paper I posted last year when I got ours for IPCAP sometime in July (I remember still having received that on my birthday last year). Even when one's SEC registration is revoked, for as long as one has that, and submits a copy of it, the revocation may not be obvious. I inquired about this matter and realized that there is so much trust which may be open for exploitation. And exploited it has been. The said organization/s thus finds no reason to correct its SEC status.
One of the reasons for SEC revocation status is an organization's inability to do its regular annual reports - we call it the Reportorials. This is an indication that the organization may be having some problems. Among them is the money problem - unaccounted and unaudited accounts. Another problem is the failure to turn over the leadership to the next batch AFTER ONE's TERM has been exhausted. Yes, I think this is something so commonly observed in our land: let me call it the Dictatorial Spirit in a person as in the former Dictator. How I pray that the Cory spirit defeat this tendency to hang on and cling (na parang linta) to the position even when the organization's Constitutions and/or statutes says OVER NA PO/SOBRA NA PO/THANK YOU PO TALAGA! BABAY! I remember that I wan invited to be ex officio of an organization I was once President for two years as allowed in the Constitution. I had to invoke the Constitution of the organization to defend myself from the accusation that I was being snubbish! Ako pa ang naging masama! Talaga. Show me where in the Constitution where that "ex officio" is and I will accept the offer.
The problem with revocation is the difficulty to reinstate the name because that particular name used before has now been identified as REVOKED in the SEC. Penalties can be heavy, thereby draining the resources of the organization.
Who among us would like to be paying our membership dues to an organization that will pay these penalties? Of course thanks to the Board Officials who did not admit that they did not know any better than make the organization coffers their personal purse now and then.
So there you know why I am writing this here: so that we Guidance Counselors, registered at that, may take precaution before we attend the Conventions or whatever offerings and end up sucked financially. If this is one way of rooting corruption in our midst, please! Let's all help. We have this moral obligation before God and one another.

Pre-Registration for the Cebu IPCAP National Convention
To all Pre-Registrants & IPCAP Members:
I have received text messages about how to go about Pre-registration. Together with the invitation letter comes the Pre-registration Form. The invitation letter contains the Banco De Oro Account number of IPCAP where you are to deposit the participation fee, and the membership fee for those who have the license or PRC ID as a Registered Guidance Counselor (RGC). After you shall have deposited in the bank, you can have your deposit slip and Pre-Registration Form scanned and emailed to berngu721@gmail.com. You may also text me about it to these numbers 0919-6236605 or 0927-3842739. Bring your deposit slip along as you come and claim your prepared kit at the Convention site on March 12, 2009. Registration opens at 10:00AM.
The IPCAP Board of Trustees (BOT) has given you a discounted rate to reward your definite decision to attend. We have thus complemented that with the kit ready for you, thus keeping you from cueing the line at the Registration Booth in the Convention site (University of San Jose-Recoletos or USJ-R). The participation fee paid ONSITE is P2,500.00. As a pre-registrant, you pay only P2,000.00. The Membership Fee of P500.00 is a separate fee. An Application Form for Membership you will need to fill up and submit so that we can provide you with the Certificate of Active Membership during the Convention. You may email me so I can send you the Application Form which you may scan and email back to me, or submit during the Convention.
Membership requirements are the following: 1 pc 2 x 2 colored ID photo, a xerox or scanned copy of your PRC license front and back sides, and of course the signed and completed Application Form for Membership. Each member will have to sign the Membership Book as proof of active membership. The Membership Book is something legitimately SEC-registered organizations have as a sign of active and current registration. IPCAP has just received its Certificate of Active Registration and Good Standing from the SEC for this year 2009.

You have a choice of two lectures during the Convention as these are scheduled from 5:30PM until 7:30PM on March 12 & 13, 2009. Since you may not have the gift of bilocation, you may attend another lecture the following night after attending your first choice on the first night.
The Workshops are scheduled on the 3rd day, March 14, 2009 and runs from 8AM until 430PM. Participants may only attend one one workshop. The event will close with appropriate rites.

Lodging in Cebu for the IPCAP National Convention
Here are the hotels in Cebu and their rates. We are very greatful to Ms. Marivic G. Diwa, our Convention Co-Chair in Cebu who's been very generous in her service to all of us. Hope you can contact the hotels yourself. I would suggest that the internet be consulted, or else let us know if you need a reservation somewhere so we can coordinate with our people there.

More Comments Again Re: Lifting of Requirements for jan. 26, 2009
This comment jibed with my reply to Dr. Guzman:
let them take the board exam. they did not meet the qualification according to the law, so why exempt. kya nga may board eh. grabeng blunder naman to.
My comment through text to Dr. Guzman about those who were rushing for their application but who may have had documentary and other problems, including the courses was this: "Tell them to take the Board exam."
The Grandfather's Clause has a specific life span, and there was ample time already for everyone to keep. After this time is over, there is still the Board exam. So, why bend the law too much when there are still other avenues. Besides, I am of the opinion that having been given sufficient time, we should now know how many have qualified and should work professionally as Guidance Counselors. The next way to get the license would be the licensure examinations.
I bet among the "dialogue" points before there was this "bending" or lifting of requirements should have been the review centers. Right now, the Board has not stated anything on this matter. PRC has a ruling that reviews should be done in the schools where the course is offered. However, in my contacts with some people who are in the know about this matter, there are a lot of documents each school MUST provide before they are given the right to hold review classes with pay. I know for one, a group of students from different schools who just came together on their own and wrote the Department Chair about their need for professors who could provide them review sessions. The said Head of the Department met and tackled this letter with the faculty, and their decision? The faculty who taught the subject accompany these students FOR FREE, WITHOUT PAY WHATSOEVER, in scheduled review sessions. I believe that if I own that school, I'll make sure that my students will pass the exams or else, their failure would boomerang on me. Hence that was a responsible decision. When a school operates review sessions for a fee but sans the CHED or PRC (sino ba sa dalawa ang nagbibigay nito) authorization, the penalty can be quite heavy.
So go ahead, while it's still early, talk with your school about the review sessions you should set up so that your Board examinees will have more chances of passing. Better than doing nothing and magkanya-kanya tayo, di ba? I will ask my fellow IPCAP Board what we can do in this matter, if ever this is something we may be allowed to do something about. Just a thought. That's what a professional organization is for anyway: if this is acceptable and non-offensive or legal.
Besides, it remains as to whether college graduates or those with Bachelor's degree in Guidance and Counseling will be allowed to take the Board exam. One thing I am pretty sure of is that there was at least one who only had 6 units of Masters level course who took the 1st Board and passed!
So, the earlier we will get a clearer declaration from the Board, the better so that those who need to have the license can be qualified to take the Board.

nakakainis itong memo. last january 24 (saturday) we received a text message that they are allowing without pgca doc and some lacking requirements to beat the january deadline. i did not pay attention to it since text announcement is very unreliable plus the fact that its saturday so how can you comply with some other requirements like clearances etc. i am a graduate of MS psychology with 5 yrs of experience in counseling and they said before i am not qualified since i need to be graduate of ma guidance & counseling first and should have finished my masters before 2004. what the heck that lowered these standards and did just announce it through text? this memo should have been published at least a week before jan. 26. my goodness what is happening??? really.

This is a classic case of AGE. I hope nothing else. The Board definitely had sufficient time to anticipate things. And I would not like to suspect that there were other considerations like allowing certain people to enter sans the required documents, particularly those with court cases and explicit opposition - you know the condo case which was announced as "solved" but yet remains unresolved, the collectibles, the bank transactions, the non-reporting of accounts...I believe the Board is very much cognizant of all these and would not want to face the probe when it comes. I was told that there would a press release - BUT UNTIL NOW, there is NO PUBLISHED MATERIAL ON THAT! For all we know they have a squabble in the Board right now!!! Even the supposed APO has said NOTHING about this matter kasi buking na sila na wala na silang K! Ang solusyon diyan? Review the Rules and REVISE! Or else, don't ever dare to fool the Counselors again! Show a resolution from the Board of Guidance & Counseling authorizing such activities under the name of APO because that has lapsed already! Nov. 16, 2008 pa ang huling araw na yan.

Ayan, lumampas ang nakatakdang panahon at wala ngang nakuha kasi madami nga di nasolve na problema. Kung ayos na ang condo, bakit hindi mag-opisina sa condo ang organisasyon na yan? Sa ngayon, nagbabayad pa tayo sa isang opisina sa PSSC at nagbabayad ng buwis sa isang condo na di nagagamit! Ibebenta na lang? Babalikan lang ng bagong bumili ang organisasyon kung mabuking ang problema. Sana mali ako, talaga! Para naman sa kabutihan ng lahat itong bagay na ito. Pero mukhang di ata talaga gustong harapin itong problemang ito kasi baka matulad sila ke Rosa na nagkasakit dahil sa tigas ng ulo ng kung sinong gumawa ng kalokohang ito!!! Mali sana ako na madaling maloko ang mga Guidance Counselors. Are we a gullible group? Or did we simply want our jobs secured through the license?

Comments on the PRC documents regarding lifting of requirements
The following are comments posted by readers, albeit anonymously, after having read the two documents from the PRC regarding the January 26, 2009 deadline for the Grandfather's Clause, as well as the Officer In Charge of the Board of Guidance Counseling. Unless someone really looks into these comments, they would not normally be read. Hence, I thought it best to have them here rather than simply hidden. Here they are:

inconsistencies again.. nothing new...
as counselors, we've been taught how to develop trust... but how can we develop "trust" most esp in the supposedly APO?
i filed my PRC requirements before jan26 deadline... the clerk in the window said that my APO should only be from PGCA.. in as much as i dont want to fix my PGCA requirements, i was forced to fix them...
now these inconsistent documents again? some of the officers from different professional orgs (counseling org and pyschology org) were my previous professors in MA, they were the ones who discussed about the importance of "trust" and rapport...
now i dont know whom to trust anymore...
2. all effort, time and money will become meaningless, most especially that there are others who were exempted even if not qualified. this is very unfair and unjust to those who sacrificed to do everything just to comply. we need to change the system religiously.
I would like the call on anyone who makes such comments to identify themselves. In the spirit of transparency which we all crave for, why not say who you really are and be transparent yourself? Transparency won't be achieved if there is no self-disclosure. I believe no one wants to libel anyone in this blog. These are matters for everyone, and particularly when it is the interest of everybody at stake here, identifying who you are is best. But of course I respect your decision to keep yourself anonymous. The first comment in particular admits of "fixing" something, which means that the supposed APO allowed such "fixing." I hope whoever did this would be courageous enough to substantiate that declaration. What have we an APO for that tolerates such an act, if it was really "fixing" in the first place. One thing I am sure of, is that there is someone who has filed her complaint with the supposed APO but whose complaint has not been acted on, kahit man lang sabihan siya na mahirap ipagkanulo ang sarili. At the right time, that testimony will come out.
The other would be for such comments to be officially filed with the PRC. These are the people who get paid with the taxes we pay, and they being in the Professional regulation Commission, I believe they should act professionally as models and implementers of the law.
Let me add here my two-cents worth of thought:
1. Without that particular document published, what was written would simply be a or "consuelo de bobo." For one, the main signatory is not in the Board. Commissioner Rosas only happens to be the one in charge of the Guidance and Counseling division in the PRC, and not "In Charge of the Board of Guidance and Counseling." He has thus replaced the current OIC, Dr. Rosales by designating himself as such.
The Board should be above everyone else when it comes to the people in PRC. There is a Secretary of the Board who should have at least been told about this move colored by "compassion." Compassion should also be tempered by discipline because we have laws to follow.
2. That there is no more APO is clear. Just read carefully the pdf document posted in the PGCA website about the "accreditation" of PGCA as APO by the PRC. Accreditation is not equal to resolution. The PRC Resolution of 2005 was simply to identify PGCA as the organization tasked with providing PRC the list of nominees for the Board. That Resolution has lapsed last Nov. 16, 2008. On NOv. 19, Dr. Rosas was supposed to have announced at UST that PGCA remains to be the APO. PGCA was having a seminar at that time for those applying for the Grandfather's Clause applicants. Surprisingly, that was contradictory with what i heard he announced at the Guidance Circle's Convention last October 2008, that "there is no APO at this time." Now, the document "okeyed" by the PRC Chair dated Jan. 23, 2009, comes as a confirmation of that previous announcement. Talk of inconsistencies. You know what? Next time there is an announcement that there are "local activities" or "national" activities to be attended by those who submitted their applications from January 15-26, 2009 to comply with the Rules and Regulations stipulations, whoever does that should release a signed and valid document from the Board of Guidance and Counseling. That should give everyone the chance to challenge that when it comes. How can the PRC and the Board of Guidance and Counseling be so inconsistent if they ever do that? Let's see, nevertheless how this impasse will be resolved.
For sure, we at IPCAP have always been clear about the PGCA Resolution about granting IPCAP seed money for SEC registration. Have I posted that? Maybe I should. Please see the picture above. The representatives of the organizations have been shown those documents about the irregularites happening in there. Everyone there then was of one mind that for the sake of the profession, and as required in the law, IPCAP was a necessity. Everyone who attended last May 2008 National Convention heard it spoken loud and clear that the previous Treasurer has NOT MADE ANY TURNOVER of the previous year's accounts. I for one confronted the outgoing President and the new one who took over whether the organization could manage, from June 2008 up to Nov. 16, 2008, to get that coveted APO certificate. Dr. Llanes told me, "IMPOSSIBLE." Nov. 16, 2008 came and went, and there was no PRC Certificate of Accreditation ever released. What are we left with now? A tattered profession reeling with questions of integrity. What are advocating then? Corruption? Please NO!!!
Hence, do send your comments to PRC as soon as possible in order for this mess to stop. We at IPCAP are doing our part to discuss these things. I have been doing my part through this blog, as part of information dissemination stipulated in our Articles of Incorporation, as well as through my letters to PRC all posted here in this blog, to raise the issues and concerns in the profession. How I wish to read about other people's thoughts also forwarded to the PRC. I would be happy to help share your thoughts with everyone through this blog. We need to stand up for what is right. Remember, the triumph of evil is when the good ones don't do anything.

New Business HAHA
This morning, my cat Sim was borrowed by one of my neighbors here. He wanted to reduce the number of little rats in his room. Knowing i had two cats in my room, he requested if I could lend him one of the two. So, there went Sim for her first attempt at self-support!
This made me realize that in times like we have, an economic recession, any possibility of earning a living would be a ready solution. Hence, some of my companions here have suggested making an ad which runs:
When you have rats in your house: RENT A CAT!
Indeed a new career? Or a new business venture. But should this be registered with the SEC? If the income becomes good enough to pay for the proforma SEC sells, and if the prospects were good enough why not? Haha
Hope Sim survives her first exposure to real rats or mouse after having stayed most of her daily life inside my rat-less, roach-less and lizard-less room. Whenever I drove home, I'd usually bring her and her daughter along inside the car. At home, both have been credited for reducing our rat population that went into our piano, palay stock room, and the kitchen! Now, my nephew and nieces have their own cats that have further diminished the reality of "in-house" rats. That is why when I go home with SIm and Merlin, both have to be inside my room and, sometimes in the spirit of Philippine hospitality, the cats in the house are asked to sleep outside while Sim and Merlin are home. Haha

That is why when I go home with SIm and Merlin, both have to be inside my room and, sometimes in the spirit of Philippine hospitality, the cats in the house are asked to sleep outside while Sim and Merlin are home. Haha

IPCAP in Cebu
Mindanao these days has shown us risks, and to offset them, the IPCAP Board of Trustees and Officers have decided to hold the next holding of the IPCAP Convention in Cebu City. This was also the request made in Dumaguete during our holding the event there last January 23-24, 2009.
Secondly, the Convention has been opened to ALL Registered AND non-registered Guidance Counselors. Non-registered Guidance Counselors found themselves feeling left out, hence they suggested if they could come for the next event. Hence, in response to this need, we have opened the event for them too. Even graduate students have requested participation. Hence, the invitation letter specifies them to be welcome as well. All stakeholders in this event are thus welcome.

As we firm up our career, we have to bond together to discuss our issues and concerns and to identify strategies that would best meet our career objectives. In this connection, the Integrated Professional Counselors Association of the Philippines (IPCAP), Inc., the 1st and only SEC-registered Guidance and Counseling organization of Registered Guidance Counselors invites all registered, non-registered Guidance Counselors, and graduate students, and all interested stakeholders, e.g, teachers, administrators, HR’s, personnel officers, etc., undergraduate students in the Behavioral Sciences, etc., all over the country to its 1st National Convention with the theme: "The Professional Guidance Counselor & The Law: Status & Prospects" on March 12-14, 2009 at the Center for Performing Arts, University of San Jose-Recoletos, Cor. Onsite Registration fee of Php2,500.00 (non-refundable but transferable) covers your participation in the convention, kit, program, hand-outs, certificate of participation, 2 lunches and 5 snacks.
Non-working graduate students pay only P900 for the whole event sans meals and kit. They need to show their professor’s recommendation letter & school ID.
IPCAP membership fee is Php500.00. Certificate of Active membership shall be given during the Convention.
Early birds or those who pre-register on or before March 5 & IPCAP members shall pay only P2,000.00.

Registration starts at 10AM, but the Program begins only at 1PM and ends at 5PM of March 12, 2009 a Thursday. Then a whole day plenary presentations and IPCAP Organizational process for the 2nd day, and then Workshops on the 3rd day whole day. We have ready 6 workshops in Supervision (1), Counselor Training and Development (4) and Family Counseling (1). I shall blog the program later today. We are also getting the details for lodging in Cebu.
Here's a tip: if you are a Registered Guidance Counselor and would like to avail of some discount, do email me for the IPCAP Membership Application Form which I can email to you. In that way you can save P500 which you may need while in Cebu or for pasalubong.

The Chairman of the Professional Regulatory Board of Guidance and Counseling, Dr. Lily Rosqueta-Rosales, said that there will be no violations of RA 9258 (the Guidance Act of 2004) and the Implementing Rules and Regulations. Guidance Counselor applicants are advised to confirm with her office whatever text messages they receive or get from their e-mail. She emphatically said that experience will not substitute for the courses stated in RA 9258 and that the required core subject(s) which were completed after 2004 will not be considered in the evaluated for license under the Grandfather’s Clause of RA 9258.

What are the implications of this official statement?
1. Gumastos ang tao ng PERA, PANAHON, LAKAS, PASASALAMAT at PAPURI KAY DR. LUZ GUZMAN na nagmagandang-loob lang!? para malisensyahan bilang Guidance Counselor! Pati si Dr. Rosas ay nakihalubilo dito na kung titingnan mo, dapat ang 2 na nasa Board lang ang dapat nangangasiwa. Supervision lang po ang PRC. Dapat nangunguna lagi ang Board. Sorry po, pero mukhang wala na sa ayos ang lahat! Pasensya na po, pero pwede kayang i-refund ang mga nagastos, pati na yung oras, at lakas, at bawiin ang mga pasasalamat at papuri?
2. Ganito na kaya itong nangyayari sa atin - pagkatapos tayong hingan na magbayad, lalo na yung di ka bibigyan ng resibo at di rin i-a-account, lalo na yung sa oath-taking sa Manila Hotel, walang resibo yun a. Anong klase tayong mga GC's? Wag naman sanang magpatuloy itong mga di karapat-dapat na mga gawain!
Ilalabas kaya na tama itong documentong ito? Pero heto na po! Mahirap intindihin dahil di dapat nangyayari, in the 1st place!
APO pa rin ang PGCA? Ano ka, mag-aatend na naman ng mga local at national ang mga humabol sa Jan 26? Wala na nga yung PRC resolution of 2005, passe na po. Agree ako sa sulat na walang APO, inanounce na sa GCC noong Octubre itong bagay na ito. Kung paborito po ang PGCA, wala akong magagawa diyan. Pero ang PRC ang namamahala sa mga bagay na ito. So, maghintay tayo ng announcement, OFFICIAL DOCUMENT mula sa PRC kung ano talaga ang dapat.
Anyway, andiyan na yung unang documento na binigyan ng OK ng PRC Chair.
